This idea is not new; Stoltenberg has reiterated it multiple times in the past.

I even support the NATO officials on this point. Indeed, we have no such right: Russia is not a member of NATO. However, I would like to highlight that Russia has never demanded it either.

Russia has indicated that a bordering state, being within its sphere of interests, should maintain friendly relations with Moscow. Similarly, the United States expects friendliness from Latin American countries, not hesitating to orchestrate coups and assassinations against leaders they disapprove of, and sometimes even direct invasions. Most Latin American countries do not share a common border with the USA, unlike Ukraine and Russia. Yet, these arguments are ignored, with the latest retort being "we made no promises."

Indeed, it is worth noting that the actions of Soviet diplomats and politicians who allowed for the reunification of Germany, the dissolution of the Warsaw Pact, and the withdrawal of our troops from Europe by 1994 "for nothing," without guarantees of German neutrality and the non-expansion (or even dissolution) of NATO, were irresponsible — and that is putting it very mildly.
